Made my own receiver, designed so you don't have to cut a slot for the charging handle, instead it rides in a channel. The bolt blocker, a tapped and screwed in bolt, welded in.

He's not allowed to do that without having a manufacturer's license.

That makes sense, would an 80% be allowed?

I'm not a lawyer, and what I think about something is worth exactly what you pay for it (zero).

Nowhere in ATFE regulations does it say anything about 80%. That percentage is not listed or defined by ATFE, therefore, there's no exact way to decide what 80% complete actually means. It's a term that is used by people who try to avoid breaking the rules.

Have you called BRP and asked when they're going to make another batch of receiver halves? You'll need to find someone to tig weld them together. Welding has been done by mig and stick, but it is difficult to get a good weld that looks good that way. A lot of fitting is required, and measurements have to be adjusted for shrinkage. Building a 42 is not really a good place for an inexperienced person to start. A broad range of skills is required, not just recommended.

I suggest that you check out

They're pretty sharp guys. They're the ones who make an MG42 kit for shooting 7.62 x 39. They know the MG42 far better than most, and they do nice work.

You might want to buy a semi 42 from them and keep the parts kit you have for spare parts.
